“Before the text change, neighborhood-scale storefronts like Montgomery Violins were not feasible unless the project site happened to be grandfathered under UDO sections 7.1.1.B.1, and  sections 7.1.1.C.2. Because Montgomery Violins added no new floor area as a part of the renovation, and because the change of use was from office to personal service(same parking load), no new parking spaces were required beyond the existing count. Had this lot started vacant, the same business would have triggered a parking requirement of up to 5 spaces, accounting for 35% of the lot area before a workable car circulation is even considered. While Montgomery Violins relied on favorable existing conditions to create a pocket of commercial activity within our neighborhoods, the TC-11-21 enables such a development possible anywhere in Raleigh; A welcome change for anyone interested in a more walkable city.” – Will Choi
